Fighting The Clock: Nurses Take On Mandatory Overtime by Susan Trossman, RN:"Mandatory overtime continues
to be a dangerous practice in
hospitals across the country. Promoted as a way to effectively staff
during an unforeseen event, such as a disaster or flu epidemic,
mandatory overtime frequently is used to cover routine personnel
shortages. Some state nurses association (SNA) bargaining units
already have gained contract language that limits or eliminates forced
overtime. But SNAs and ANA still identify mandatory overtime as a
hot topic at many more bargaining tables, as RNs fight to undo the
harm caused by mergers and short-sighted restructuring schemes." ******************************************************
Legislature Hears Rns View On Overtime Pay:"Assembly Bill 15, introduced by Assemblymember Wally Knox (D - L.A.) and a companion measure introduced into the State
Senate by Sen. Hilda Solis would preserve daily overtime while allowing worker-initiated flexible scheduling, including
non-premium compensatory work for time taken off during the regular day for family emergencies or special concerns. The
legislation was drafted in response to the decision of the state Industrial Welfare Commission to eliminate the state regulation
mandating overtime pay after eight hours of work." ******************************************************

the State Assembly Health Committee how his son,
Jonathan was almost fatally strangled by a restraint after
being left unattended in a facility following an auto
accident. As a result, Jonathan is permanently disabled

Safe Staffing Standards-The Need Has Never Been Greater By:
Kit Costello, RN, CNA President:"For several years, the California Nurses Association has campaigned to protect nursing practice and public safety by extending specific ratios throughout the hospital setting. Assembly Bill 394 would accomplish that promise establishing minimum ratios of licensed nurses, including Registered Nurses and Licensed Vocational Nurses, to patients in all acute care units and limiting the inappropriate use of unlicensed personnel. ****************************************************** Patient Abandonment:
Proposed Changes to Board Regulations: Questions and Answers:"In the past few years, the Board has received several complaints identified as
‘patient abandonment,’ when in fact the nurse had not abandoned her patients.
For example, one employer filed a complaint of patient abandonment because
the nurse had resigned her position with very short notice to the employer. The
Board dismissed this complaint. The Board has taken action in cases of true
abandonment. For example, a nurse was disciplined because she left a facility
for several hours during her shift, inappropriately delegating all responsibility for
nursing care to unlicensed assistive personnel." ****************************************************** Staffing Requirements:
New Jersey Hospital Licensing Standards:"Nurse staffing assignments shall be based on patient acuity levels, determined through patient classification systems which

RNs On Strike At Largest Hospital In Alaska:"Not only does management's offer fall short, it includes punitive provisions such as unlimited mandatory overtime and on-call, and mandatory shift rotations. "Management wants to significantly change the staffing patterns with no input from the nurses," said Doyle Stewart, RN, vice president of the bargaining unit. "They want to force us into unsafe staffing where we can't provide quality patient care." The hospital is refusing to negotiate on these critical staffing and patient care issues. Washington State Whistleblower Program:"The Whistleblower Act, enacted by the Washington State Legislature in 1982 and significantly amended by Chapter 361 Laws of 1999, provides an avenue for state employees to report suspected improper governmental activity.
